On September 30, 2026, With Honor Co-Founder and CEO Rye Barcott submitted a letter to the Speaker of the House of Representatives and the House Minority Leader in support for reestablishing the Select Committee on the Strategic Competition between the United States and the Chinese Communist Party (CCP) in the 120th Congress.
The full letter can be viewed here.
Dear Speaker Johnson and Leader Jeffries:
On behalf of With Honor Action, I write to urge the House of Representatives to reauthorize the Select Committee on the Strategic Competition Between the United States and the Chinese Communist Party (the “CCP Committee”) when the 120th Congress convenes in January 2027. As a cross-partisan organization dedicated to electing and supporting principled veteran leaders and advancing bipartisan governance, With Honor Action has partnered with the Committee since its creation and has seen firsthand its value to policymakers and to the country.
Our organization’s engagement with the Committee dates back to January 2023, when founding For Country Caucus member Rep. Mike Gallagher was appointed by then-Speaker Kevin McCarthy to serve as its first chairman. In December 2023, the Committee issued a report containing nearly 150 policy recommendations aimed at countering the CCP economically and restoring America’s economic security, several of which With Honor Action actively championed. Across two Congresses, the Committee has built a sustained record of bipartisan wins on national security.
The threats the Committee was created to confront have only grown more urgent. The People’s Republic of China continues to smuggle restricted, AI-enabled chips through shell buyers, deploy drone platforms as intelligence assets, threaten Taiwan, and embed influence in American supply chains and classrooms. The CCP Committee remains the only body in the House that examines the full scope of this challenge, rather than dividing it among committees with separate and narrower jurisdictions.
With the help of the For Country Caucus members on the committee, With Honor Action continues to advocate for several critical pieces of legislation spearheaded by the Committee in the 119th Congress, ranging from biosecurity to AI, cyber, and emerging technologies.
Spanning nearly four years and two Congresses, the House Select Committee on the Strategic Competition Between the United States and the Chinese Communist Party has a proven track record of prioritizing bipartisan policies that put our national and economic security first. The Committee’s determination to ensure American technological and global leadership is a model for bipartisan cooperation on the most pressing issues our nation faces, and we hope that it will continue this important work in the 120th Congress and beyond.
China’s role as a strategic and economic competitor is a generational challenge, not a fleeting one. With Honor Action stands ready to support that effort and to continue working with members on both sides of the aisle to advance the Committee’s mission.
Thank you for your continued leadership on this critical national security priority.
