With Honor Action endorses H.R. 8170 / S. 4281: Multilateral Alignment of Technology Controls on Hardware (MATCH) Act, sponsored by Rep. Michael Baumgartner (R-WA) and Sen. Pete Ricketts (R-NE), and co-sponsored by For Country Caucus members Reps. Jared Golden (D-ME), Maggie Goodlander (D-NH), and Rich McCormick (R-GA) along with Reps. John Moolenaar (R-MI), John Mannion (D-NY), Bill Huizenga (R-MI), Jefferson Shreve (R-IN), Mike Lawler (R-NY), Josh Riley (R-NY), Suhas Subramanyam (D-VA), and Sens. Chuck Schumer (D-NY) and Jim Risch (R-ID).
“The U.S. and our allies are the premier producers of semiconductor manufacturing equipment. The MATCH Act protects our technological supremacy by preventing this exquisite equipment from falling into adversarial hands,” said Rye Barcott, Co-Founder and CEO of With Honor. “With Honor Action is proud to endorse this bill, and we thank Rep. Baumgartner, Sen. Pete Ricketts, and With Honor Senate ally Sen. Andy Kim for closing loopholes in our export controls and securing our competitive edge.”
This legislation directs the Secretary of Commerce to identify all “chokepoint” semiconductor manufacturing equipment that adversaries cannot produce indigenously. It prohibits the sale or servicing of this technology to any destination within a country of concern. It also designates all facilities run by CXMT, Hua Hong, Huawei, SMIC, and YMTC as covered facilities, cutting off all foreign exports, servicing, and technical support.
